The MInnesota Canvassing Board has certified the results of the 2008 senatorial race. That is, they have certified that AlFranken got the most votes. The incumbant senator, Norm Coleman has seven days to file a lawsuit challenging Franken's win. He plans to do so. Until the issue is resolved, a winner will not be certified and until a winner is certified, he can't be seated in the Senate. Sorry Minnesota, I guess the fat lady is still warming up!
