Today marks a very special Halloween for the people of Oil City, Pa.
This is the first time in 16 years that trick-or-treating after dark
will be permitted in the town. And it's all thanks to a 10-year-old
girl who took the initiative to bring back All Hallow's Eve. 
A
ban on trick-or-treating after sundown was issued after the disturbing
kidnapping and murder of a young girl shortly before Halloween in 1992.
Parents were concerned that a killer might be on the loose and wanted
to keep their children as safe as possible. That abundance of caution
continued for more than a decade, with trick-or-treating permitted only
during afternoon hours, between 2 and 4 p.m.
But a couple of months ago,
as ABCnews.com reports, young Elizabeth Roess circulated a petition that lobbied for the ban to be lifted.
